I went through one particularly bad round in the late aughts, and there was so much horse trading between the various leaders (I will cut X, but you need to cut Y, because I don't like their attitude) and shit like that. I have to assume that this is a lot more common than your "do the selection like its all in the open" you say.
Because in America, there is a lot of petty politics in the whole process that will curdle your stomach
